NonCitizen-21-F-4387 bit her lower lip, as she finished reading over the Contract. It was both short... and far too detailed for her liking.
Looking up at the En***r before her, their features blurred behind a Anonymask, she almost said no... then thoughts of returning to the Pit held her tongue. To delay her choice a moment longer, she read over the Contract once more.

12 inches of Privileges - FemState Subrod

Note: MaleState applicants must instead fill out the MaleState Subpod application.

Should the signatory agree to be bound to the rules of this contract, they must, from immediately after their signature is given until the end of their days, have between one and twelve inches of Subrod physically inside their mouth and or anus and or vagina at every hour of every day. This is to show supplication and devotion to our Emperor, granting an opportunity at citizenship, Class 3.

The length of rod and location may be changed about at any time, with privileges taken or removed accordingly. Should this number ever be reduced to 0 inches, the applicant is permanently voided from their contract, all possessions and clothing will be confi***ed, and they will be banished from The Empire to live out the sad, short remained of their days in the RadWastes beyond.

The amount of Subrod in place determines what privileges you are afforded in The Empire as a Class 3 Citizen. Sensors in the rods will monitor your vitals and location at all times, and En***rs may apply shock or vibration through them at any time as positive or negative rein***ment of Subrod Citizen behaviors.

Below are the lengths and privileges they grant.
1 inch or more: The right to remain a Citizen of the Empire, subject to the rule of law. On top of this, longer length grants a higher Class 3 rank. A Class 3.2(inch) will always have rights over a C3.1, as well as over any NonCits they must deal with on a day to day basis. Note: add before you remove so you never go below 1 inch at any time.

2 inches or more: the right to free Nurtibars and DeRad water at designated feeding times. Note: 2 inches must be in place at least 2 hours before this right is granted at each feeding time.

3 inches or more: the right to wear a transparent WarmthWrap, with optional breathing tube and air filter. Note: this is the right to warmth, pockets and filtered air, not to modesty.

4 inches or more: the right to use a CleanSelf Booth once a day for a full body and hair cleaning, with all hair besides head hair and the eyelashes removed. Note: below 4 inches does not exempt you from mandated hair removal, it is simply done for you now.

5 inches or more: the right to a private sleeping pod with a lock and soundproofing for eight hours in every 24 that five or more inches are in place.

6 inches or more: the right to say no to sexual advances. Note: Below six inches, all Subrod citizens are still fully expected to submit to current Free Use laws. Subrod length must be reduced or moved between holes to accommodate free use demands, but must still remain at one inch or above in total. All Subrod citizens of any inserted length have the right to refuse removal of their last inch, which is protected by law and Subrod monitoring.

7 inches or more: the right to currency. A C3 Bank account will be granted and you now have the right to earn and hold Imperial Credits, whose value is stable and protected by law. Note: should you drop below 7 inches inside you, the value of your account is protected, but it is no longer legal for you to use or receive ImpCred until seven inches or more are inserted again.

8 inches or more: you now have the right to turn on, up, down, or off the vibration setting built into Subrods of lesser rank than yours. However, you may not override a vibration command from someone who outranks you.

9 inches or more: you now have the right to turn on, up, down, or off the shock setting built into Subrods of lesser rank than yours. However you may not override a vibration command from someone who outranks you. You may also not turn shock to a lethal level until you are a Class 1 Citizen.

10 inches or more: you now have the right to a Name. This is unique and of your own choosing, and may be used instead of your designated ID. Note: This is more valuable than it may seem, as to hear a name rather than an ID tells you this is a high ranking Class 3 Citizen or above. Most people treat all those with Names as a higher Class of Citizen by default.

11 inches or more: the right to modesty. All C11 citizens and above are allowed to wear non transparent clothing, though body hair laws still apply. Note: this is even more impactful then a Name, as to see a clothed person tells you they have rank. Should you ever be caught below C11 in non transparent clothing, you will be punished with a one year ban on all clothing regardless of rank and receive a public flogging once a week.

12 inches or more: the right to Rise. Should a C3 Citizen wish to become a C2 Citizen, they must have 12 or more inches inserted for a year and a day without a single lapse. Once this is achieved, the Subrod system will be replaced with REDACTED INFO, C12 AND ABOVE EYES ONLY.

NonCitizen-21-F-4387 sighed. She was getting fucked by life either way. She might as well get something out of it. She pressed her QR Tattoo on The Contract's dotted line, and with a ping her ID was registered.

The En***r collected the page, scanned their marker as a witness, then they filed the form away in a BindingSleeve. As it zipped away to the Archive, NonCitizen-21-F-4387 shivered. There was no going back now. She would either become a citizen, or die of exposure in the RadWastes, assuming the raiders didn't find her first.

Opening a case on the table before her, The En***r revealed The Subrods. Three 1 inch flexible rods as wide around as an enviable penis, each capable of extending as long as 13 inches with moments effort. One was for each of her holes, so she had full choice of how much length she would bear in each part of herself at any one time.

At the press of a button, the collar, wrist cuffs, and ankle cuffs that had been her only source of clothing since her arrest unlocked and fell off her, landing with a loud clang to the cold floor of the room. Feeling oddly naked without them, she picked them up, before dropped the items in the receptical. Skin prickling at the sudden cold without the warmers built into the collar and cuffs, she picked up her Subrods, and made her first insertion, while the silent En***r watched and judged.

If the rod had some flexibility, I could see the possibility. As it is, 12 inches could not go in any 1 hole. And there would need to be some description on how these things stay in.
