Hey could anyone possibly point out where I could get a leather waist restraint belt with handles on it or what one is actually called

Another option is to go along to the london alternative market, la boutique bazaar or Birmingham boutique bizaaare which are places where lots of kink traders have their wares so you can try before you buy and even get custom work done.

Bignbuff Bespoke started doing a captive harness that might be sort of thing you're after. They're fabulous leatherworkers and I've never had an issue with anything I've bought from them.

If I may, pick up a weight lifters belt, colored to your choice or you can have the wearer decorate it for you. 4 large D rings, 2 permanently attached just forward (0.5 to 1.0 ") of hips and two elective, (front & that oh so delicious ass)

Try this rope hip harness by The Duchy:
Ypu can get cotton rope, hemp rope, or woven nylon ropw at any hardware store, for it. You want ¼inch diameter (or 6mm) rope, for this tie.
