Message problems

I don’t know if this is the right place to post this, but I can’t find any other place to do it, so here goes:

 

What does it mean when you receive the message: “Push your message to the top or wait 90 days to send another message” when you try to message someone? 

Hoping for a reply. Sorry if I posted it in the wrong forum. I couldn’t find the help I needed from the help section
