My girlfriend and I are both in low paid jobs and after rent and travel, we have very little disposable income to spend on sex toys and kink stuff. You're right that sex toys (especially kink toys) can cost a lot of money, particularly when shopping online or from some of the larger sex toy retailers. However, when it comes to kink on a budget, it's possible to stock up your play box without a doubt - all you need is a little imagination and a willingness to explore.
This one will depend on where you live, but lots of big cities have a regular fetish fair. For example, in London, you have the London Alternative Market. Do some research and find out if there is a fetish fair near you. Attending a BDSM and fetish fair is beneficial for multiple reasons. The joy of a fetish fair is that you get to touch and assess the quality of what you're buying and if it's going to work for you, which means you're taking less risk with the small budget you have.
While not everything will be cheap or a bargain, there are many handcrafted items (which may still be out of your price range) but, on the flip side, you get to meet the craftspeople in person and talk to them about what you're looking for, and they'll happily give you advice. If nothing else, a good fetish fair will offer you opportunities to socialise and help provide the ideas for things you can make yourself.
Take a visit to your local DIY store or Tack shop (equestrian supply store) as many of the items you find for sale on sex shops online can be bought for a fraction of a cost - and often they're much better quality. Kink toys such as rope and chains are a perfect example of something you can cheaper at a DIY store. It's also worth checking out the garden section, as plant canes can be repurposed as an impact toy. Tack shops are brilliant for picking things up like crops. The best quality crop that I've ever bought was from a Tack shop, and it was a fraction of the cost of ones you see online.
When shopping for kink on a budget, look at things through a different lens. You're not looking for a new dress or pair of shoes; instead, you're looking for items you can repurpose into DIY sex toys. Search for things like a wooden cheese board with a handle (this can make a perfect wooden paddle) or a rolling pin (which can double as a great thuddy impact toy).
Again, kink on a budget is all about looking at everything through kinky eyes. Discount stores are brilliant for making DIY sex toys. For example, wooden spoons (perfect for impact play), clothes pegs (excellent when used as clamps on various body parts), fly swatters (these deliver a real sting when used across a submissive's bottom) and some cheap flipflops or slippers (used as a spanking implement).

You may already have some of the things I've mentioned above, but, I bet you have other items that could be perverted into kink toys. Dressing gown cords make excellent ties for restraining people, or as a blindfold or gag.
Other items I've repurposed as DIY sex toys are a beautiful stone pestle from a pestle and mortar that has, on occasion, doubled as a dildo. And no piece on this subject would be complete without mentioning the leather belt - it has so many potential uses, especially when it comes to kink on a budget. A belt can make for a very mean spanking implement, as a restraint, a collar, and if it's soft leather, possibly even a blindfold.
Finally, you should also think about making your kink toys. If you Google 'making a flogger' for example, there are many tutorials on YouTube and plenty of things you can try out. a bundle of very thin canes from a garden centre, some black tape and bind them all together to make a form of a bircher. Or even better, head out to the woods and collect a small handful of birch stems and tie them together. Again, if you Google, I've seen several guides on how you make them.
The key to achieving great kink on a budget is time and heaps of imagination. Start by making a shortlist of five or six must-have kink toys, then work out which of those you can make yourself or find on a budget. Also, categorise the kink toys you might want to think about saving up for. Either way, you have a lot of potential fun ahead together exploring all the possible ways you can pervert everyday objects. Good luck!
