I think the actual truth to how most people would react isn't how they would think they would react.  The reality would be a little bit of a shock and disbelief and it might actually take a few moments to sink in what had happened.

I know near where I brought up there had been problems of a flasher because there was a dark walk way between the train station and the housing estate - and there was a family friend who was victim to him and she basically said "I always thought if it ever happened to me I'd just tut and go 'is that all? put it away' but actually at the time it was a little shock and disbelief it had happened and it wasn't until afterwards I felt sick" 

and yeah, I think it does genuinely stun people. I think even people who say it wouldn't bother them or it'd excite them - unless it happens couldn't be sure.

Some maybe can be context. Whether the person thought they were parked somewhere more private than they were and somehow didn't see/hear you parking next to them is one thing; but if someone was deliberately doing it to be caught then yeah - whoever parked next to them - they couldn't be sure on the reaction and there certainly was consent - and consent is something really primed to our whole lifestyle.

I'm not surprised by some of the responses, but of course, some never fail to disappoint

I have done this numerous times mostly in a Walmart parking lot and I always make sure before parking beside of a female that there are no children around. All the times I've done this and I've only had the police called once and I didn't get into any trouble at all.

Who wants to be a decent member of society? And anyway, I'm sorry but it's plain to me that until this modern day marx brother gets in trouble, he will not have been a violator. If and when he does, I imagine that trouble will serve as a capstone upon the life and times of someone who, all things considered, will probably well-deserve the title Violator of the Lots of Walmart (I'm dying lol). Ok… I’ll play this game :) in their initial post, they specified they made sure the woman they deliberately parked next to didn’t have children.

To be clear, we have no Walmart here in the uk so I don’t have a frame of reference for their clientele but based on your comment I’ll assume it’s for the lower income families. So what I’m taking from this is that male gem is preying on the more *** members of society.

Two points.
.
If someone's been "slapped with a public indecency charge," someone has seen and reported. I'm not sure about Policing in other countries, but here, in the UK, the Police don't really have time to mooch about looking for crime or crimes about to take place. They're relying on public to report. They're a reactive service as opposed to a preventative one.

Maybe have a look at the meaning of both indecent exposure and outraging public decency before coming in with strawman arguments.
