At what point is it a fetish?

We all would be able to name certain body parts that we find attractive in another person but my question is, when does that become a fetish? 

I love a nice, pert bottom and expressive eyes but I wouldn't say those things on their own turn me on...is that the foundation of a fetish or am I mistaken?

I agree what someone would find tame someone else will find hard core. Think if you get on and are relaxed with someone things will get more open
