You can only give them away to users that don't have any already - you'll be able to see when you click on a profile whether they have any by the banner near the top, where it will either say how many icons they have or give you the option to give one away.

Hint the icons are gifted randomly so you might want to make a note of which ones you have before gifting any so you can go back and find them again.
