I've looked all over and even thought I'd found it a couple times but for the life of me 21 will not show up

I need help with clue 21!!! Someone please. I've checked everywhere, especially from the previous clues and still can't seem to find it. Is it a dark one again? I keep tapping all my dark spaces and nothing. Thank you.
